Fangyue (Diana) Bao

Fangyue (Diana) Bao is a doctoral researcher in International Relations and Comparative Education at the University of Bremen. Her research focuses on global education governance and the role of international organizations in shaping policy processes across diverse contexts, with a particular focus on China.

Prior to her doctoral studies, she worked in the technology sector and co-founded an education institution, which informs her sustained interest in education innovation, digital technologies, and their policy implications. She has lived and been academically trained across China, the United States, and Europe, bringing a comparative and globally informed perspective to her research.

In her doctoral work, she examines how international organizations shape domestic education systems through different forms of mediation, rather than direct policy transfer. Her research highlights how governance operates through actors, financial instruments, and communicative processes.

Her research interests further extend to policy mediation and diffusion, as well as emerging questions around artificial intelligence, digital education, and the governance of new learning technologies.
